Intel Corporation (Intel) is a major candidate with the potential to receive billions of dollars in funding from the US government, which will be used to produce security facilities for microchips for US military and intelligence applications.
According to insiders, these facilities (which have not yet been publicly disclosed) will be clearly designated as "safe enclaves". The purpose of this is to reduce the US military's dependence on importing chips from East Asia, especially Taiwan. Some people believe that Taiwan is likely to be invaded by China.

The project plan indicates that Washington is willing to deeply intervene in the private sector to ensure the supply of chips, which are increasingly seen as a pivot of geopolitical and military power. Chips are crucial in artificial intelligence, espionage, and cyber warfare, and also hold a prominent position in cutting-edge jet fighters, missiles, and other advanced weapons.
The Biden administration has not yet determined the exact amount of funds to be provided. Several insiders said that these facilities may cost between $3 billion and $4 billion, with funding coming from $39 billion in production subsidies authorized by the Chip Act.
Improving the stability of domestic chip supply in the United States is one of the core goals of the Chip Act, which was described by US Commerce Secretary Gina Raimondo earlier this year as a national security investment. According to a document seen by The Wall Street Journal, the Department of Defense signed an agreement with the Department of Commerce this summer, which allows the Department of Defense to understand the details of chip project funding plans.
According to people familiar with the project, officials from the Ministry of Commerce, the Office of the Director of National Intelligence, and the Ministry of Defense are in negotiations with Intel regarding the project and have not yet made a final decision.
Intel may be the biggest beneficiary. In addition to its secure enclave facilities, the company is also a strong contender for billions of dollars in funding to build new factories in the United States, including Ohio and Arizona. Intel CEO Patrick Gelsinger, along with other technology leaders, has held multiple meetings with Raymond.
Intel will not comment on the secure enclave project. A spokesperson for the Ministry of Commerce declined to comment. The spokesperson of the Ministry of Defense forwarded the issue to the Ministry of Commerce.
