He Xiaopeng suggests accelerating the top-level design and planning of flying cars, and making forward-looking top-level planning in product management, product certification, and standard system design. In terms of specific implementation, He Xiaopeng suggests accelerating the efficiency of regulatory certification for flying car products. Specific measures include: building a technical standard framework for flying cars, promoting the internationalization process of Chinese standards, promoting standardization of airworthiness certification work, increasing the investment of airworthiness certification personnel and resources by the bureau, and strengthening the construction of regulatory certification system.
He Xiaopeng also suggested that the aviation vehicle industry can draw on the experience of the development of the new energy vehicle industry. Core measures include: conducting special research to support the development of the aviation vehicle industry, establishing an industry guidance fund, and supporting key core technology breakthroughs; Strengthen land security, coordinate infrastructure and resource support; Carry out application exploration, establish demonstration zones for flying car operations, and establish flying car industry institutions to accelerate the construction of industrial ecosystems; Strengthen commercial support, coordinate a package of financial tools in the early stage of product commercialization, and support the promotion and application of flying cars.
