On February 24th local time, the Governor of New Leon, Mexico, Samuel Garcia, stated that he has requested Tesla to start construction of a new factory in Mexico by March at the latest. Garcia said, "I requested Tesla to announce the groundbreaking news by March at the latest, but they didn't tell me it was not possible." (Mexican Financial News)
