Many participants saw continued downside risks to economic activity and upside risks to the unemployment rate, including the long-delayed effects of financial tightening, the impact of union strikes, slower global growth, and continued weakness in commercial real estate. A "large majority" of participants continued to view the future path of the economy as "highly uncertain."
