On December 31st, the General Office of the Ministry of Industry and Information Technology, the General Office of the National Development and Reform Commission, and the Comprehensive Department of the National Energy Administration jointly released the "Implementation Plan for Accelerating the Application of Clean Low Carbon Hydrogen in the Industrial Sector" (hereinafter referred to as the "Implementation Plan"). According to the Implementation Plan, by 2027, positive progress will be made in supporting the application of clean low-carbon hydrogen equipment and promoting technology in the industrial sector. Clean low-carbon hydrogen will be applied on a large scale in industries such as metallurgy, synthetic ammonia, synthetic methanol, and refining, and demonstrated in industrial green microgrids, ships, aviation, rail transit, and other fields, forming a batch of commercial application models for hydrogen energy transportation, power generation, and energy storage. Cultivate a group of leading enterprises and industrial clusters with strong industrial ecological leadership, as well as system solution providers with high professional level and strong service capabilities, and initially build a relatively complete industrial chain and system.
In terms of accelerating the application of clean low-carbon hydrogen alternatives, the Implementation Plan proposes to develop low-cost, highly reliable, and off grid "photovoltaic+energy storage" technologies and products, and continuously improve the supply of low-cost green electricity. On the premise of complying with industrial structure adjustment, measures such as promoting the orderly construction of "hydrogen production+hydrogen use" integrated projects in industrial enterprises and industrial parks in clean energy rich areas such as wind power and photovoltaic power generation.
In terms of orderly improving the application level of hydrogen metallurgy, the Implementation Plan clearly encourages steel enterprises to fully utilize hydrogen sources such as coke oven gas and chemical by-product hydrogen, and gradually increase the utilization ratio of renewable energy for hydrogen production. Promote hydrogen rich smelting in blast furnaces, replace coke and coal powder with hydrogen, develop efficient and safe hydrogen injection systems in furnaces, improve hydrogen utilization efficiency, and reduce the proportion of solid fuels.
In vigorously developing hydrogen carbon coupling to produce green methanol, the Implementation Plan stipulates promoting the diversified development of sustainable aviation fuel technology routes such as alcohol to oil, Fischer Tropsch synthesis, oil and fat hydrogenation, and carbon dioxide hydrogenation to synthesize fuel. Encourage fuel refining enterprises, waste oil recycling enterprises, biomass development and utilization enterprises, aviation transportation enterprises, research institutes, etc. to jointly carry out sustainable aviation fuel technology research and development and demonstration project construction measures.
In actively promoting the coupling of hydrogen and nitrogen to produce green synthetic ammonia, the Implementation Plan encourages energy enterprises, chemical enterprises, ship transportation enterprises, ship manufacturing enterprises, etc. to jointly promote the construction of green synthetic ammonia demonstration projects, promote the application of large-scale wind solar off grid hydrogen production, flexible scheduling and control of synthetic ammonia process flow, and "electricity hydrogen ammonia" full system collaborative control.
