On October 15th local time, foreign media quoted informed sources as saying that the United States has discussed limiting the export licenses of American companies such as Nvidia and AMD for artificial intelligence (AI) chips from certain countries. These restrictions will focus on the Persian Gulf countries, where the demand for artificial intelligence data centers is increasing, and the measures to restrict will affect the artificial intelligence capabilities of some countries.
The above considerations are still in the early stages and there is uncertainty. Nvidia, AMD, Intel and other companies have not commented on this. At present, it is unclear how various artificial intelligence chip manufacturers will respond to the restrictions imposed by the United States. The report suggests that it may be difficult to introduce comprehensive new policies in the last few months of Biden's term, and the implementation of such rules may be challenging.
The report also mentioned that prior to this, the United States had restricted companies such as NVIDIA and AMD from exporting AI chips to more than 40 countries in the Middle East, Africa, and Asia due to concerns that their products may be transferred to China.
Nvidia once developed customized chip H20 series for the Chinese market to comply with US export regulations. In February of this year, H20 began accepting pre orders. After the launch of H20 in China, there have been reports that due to its significantly reduced performance and high price, Chinese customers' interest in purchasing is insufficient, and they will turn more to choose domestically produced AI chips in China. In July of this year, there were reports that Nvidia is developing a new flagship AI chip for the Chinese market, which will comply with current export control regulations in the United States.

He stated that semiconductors are a highly globalized industry that has developed for decades and has formed an industry pattern of "you in me, I in you". This is the result of the combined effects of market laws and enterprise choices. For some time now, the United States has frequently generalized the concept of national security, abused export control measures, artificially cut off the global semiconductor market, arbitrarily interfered with normal economic and trade exchanges between enterprises in other countries, seriously deviated from the principles of free trade and multilateral trade rules, and seriously impacted the stability of the global industrial and supply chains. China has always been firmly opposed to this. We hope that relevant countries will adhere to market principles and contractual spirit, resist the coercive practices of the US economy, and jointly maintain the stability of the global industrial and supply chains.
On October 14th, the US stock market closed, and Nvidia's stock price hit a new historical high, with a market value of $3.39 trillion, becoming the second largest listed company in the US stock market after Apple. AMD closed down 1.56% with a market value of $267.49 billion.
