On the evening of August 6th, the State Administration for Market Regulation issued the latest recall notice. Tesla Motors (Beijing) Co., Ltd. and Tesla (Shanghai) Co., Ltd. have filed recall plans with the State Administration for Market Regulation in accordance with the requirements of the "Regulations on the Management of Defective Automotive Product Recalls" and the "Implementation Measures for the Regulations on the Management of Defective Automotive Product Recalls".
Starting from today, a total of 1683627 imported Model S, Model X, and domestically produced Model 3 and Model Y electric vehicles with production dates between October 15, 2020 and July 17, 2024 will be recalled.
It is reported that the reason for this recall is that for some vehicles within the scope of this recall, after the front trunk lid is unlocked, the front trunk latch assembly system may not be able to detect that the front trunk lid is in an unlocked state, and the vehicle may not be able to issue a "front trunk not locked" prompt. In extreme cases, it may cause the front trunk lid to be opened while the vehicle is in motion, affecting the driver's vision and increasing the risk of collision, posing a safety hazard.
In response to the above defects, Tesla Motors (Beijing) Co., Ltd. and Tesla (Shanghai) Co., Ltd. will use remote over the air (OTA) technology to upgrade software for vehicles within the recall scope free of charge. The upgraded vehicles can recognize the fault status of the front trunk latch and issue a text and beep prompt of "front trunk not locked". At the same time, free repairs will be provided to vehicles that have been found to have faults with the front trunk latch during testing to eliminate safety hazards. For vehicles that cannot be upgraded through OTA technology, relevant users will be contacted through Tesla service centers to implement recalls.
On August 1st, the Ministry of Industry and Information Technology publicly solicited opinions on the "Notice on Further Strengthening the Management of Access, Recall, and Online Software Upgrade of Intelligent Connected Vehicles" (draft for comments).
The notice states that it is necessary to strengthen the supervision and management of OTA upgrade activities. Before implementing OTA upgrade activities, enterprises should ensure that their automotive products comply with relevant requirements such as national laws and regulations, technical standards, and technical specifications, and file with the Ministry of Industry and Information Technology and the State Administration for Market Regulation in accordance with relevant requirements. The filing content includes enterprise management capabilities, vehicle models and functions, specific upgrade activities, and relevant proof materials. Enterprises can only carry out OTA upgrade activities after completing the filing process. Any changes to product technical parameters should be reported to the Ministry of Industry and Information Technology before filing to ensure the consistency of automotive product production. The State Administration for Market Regulation shall promptly carry out filing evaluation and supervision inspections, standardize the application of OTA upgrades, and avoid enterprises concealing vehicle defects or evading responsibilities through OTA upgrades. For those who use OTA upgrades to eliminate defects in automotive products and implement recalls, a recall plan should be formulated in accordance with the Implementation Measures for the Regulations on the Management of Defective Automotive Product Recalls, and promptly filed with the State Administration for Market Regulation.
